[3] Create a new shape with Elliptical Marquee Tool.

[4] Now hit the delete key then “D” select.

[5] Take the Rectangular Marquee Tool create a shape like me.

[6] Double click the layer to open layer style window. Apply settings as shown.

[7] Create a two more shape use the same layer styles.

[8] Create a shape with Ellitpical Marquee Tool, fill that layer with #abb5fa.

[9] Go to Select>Modify>Feather use these values.

[10] Then hit the delete key.

[11] Double click the layer to open layer style window. Apply settings as shown.

[12] Take the Brush Tool use these settings.

[13] Play with your brush tool.

[14] Select the bubble and brush layer merge both the layers Duplicate the layer a few time and place it like me.
